QLD:Flood report backs Brisbane council: mayor

BRISBANE, Aug 1 AAP - An interim report into Queensland's summer floods backs Brisbane
City Council's actions during the disaster, Lord Mayor Graham Quirk says.

Mr Quirk said the Queensland Flood Commission of Inquiry's interim report commended
council's early warning alert service, use of social media, and the doorknocking of homes
before the flood.

The report also cleared the council of any role in the release of water from Wivenhoe
and Somerset dams, he said.

The lord mayor said the report echoed council's own independent review released in March.

"Council is on track to implement 90 per cent of the 53 recommendations from our own
independent review by December this year," Mr Quirk said in a statement on Monday.

"I am confident we're already addressing the majority of recommendations from the state
government's inquiry, but we are now looking at these latest findings to see what further
practical measures we can take."

Mr Quirk said the council had updated property reports with the January flood levels
for 60,000 homes, reviewed flood standards to ensure houses were built above January's
flood level and given 200 council employees extra disaster management training.

AVG Technologies, developers of free anti-virus software has offered tips for individual taxpayers filing their own 1040s online to stay protected and keep personal data exactly where it should be - between the taxpayer and the IRS.

"Today e-file is the norm, but it's important to not let your guard down," said Roger Thompson, security evangelist for AVG. "Think about all the information needed to file taxes beyond a social security number - including details on investments, retirement accounts, employment, property you own - even your children's childcare. In the hands of cyber criminals, your identity and more could be at risk, but you can outsmart thieves by layering your online security for full protection."
As such, here are AVG's top electronic filing tips:

-Vet websites claiming to be free e-file services - Do your homework before selecting a third-party site for filing your taxes. Read online reviews to find a trusted site that works best for your needs. Before you log on, double-check the site you've selected is listed on IRS.gov.

-Evaluate mobile apps on your smartphone - If you plan to file a simple return or track the progress of your return via your mobile device, do you homework just as you would if filing on your personal computer. Ensure the app you select is from a trustworthy source, read the reviews and pay attention to its ratings before downloading. Also remember not just your tax time app can cause harm. Consider all third-party open source libraries, apps and components that may harbor bugs and malicious code on your smartphone to protect your personal information when you file and every day.

-Use a trusted Wi-Fi or Ethernet connection - While you could file your taxes on your smartphone or laptop from the neighborhood coffee shop, the airport or even a fast food establishment, simply don't. File from home, or the office, where you have a firewall in place and internet security installed on the network.

-Update your computer's anti-virus software - New online threats are discovered every day. The first line of defense against these attacks is an up-to-date anti-virus program on your computer or smartphone. While getting all your documentation in line, run an update on your system's security software to ensure you're fully protected, or download free protection from trusted sites such as AVG.com.

-Don't believe an email from the IRS - The IRS does not email individual taxpayers. If you get an email from the IRS, do not click on any links. Mark it as spam, and move on. You can go to IRS.gov to report the phishing scam or call the IRS at (800) 829-1040 if you suspect that you have received a fraudulent notice. But rest assured the IRS will not notify you that you're being audited via email.

-Email over fax - If you're compiling taxes with your tax preparer or family members from multiple locations, think twice before faxing sensitive materials back and forth. Email is far more secure, especially if sent and received via a secure Wi-Fi or Ethernet connection and a computer with up-to-date antivirus software. Also ensure you don't leave those files sitting on your email server to collect virtual dust. Delete and store them securely to protect yourself from future attacks, long after this year's April 18 filing date.

"U.S. taxpayers have filed nearly 1 billion 1040 series tax returns safely and securely according to the IRS. With layers of protection, including a secure network, protected computer or mobile device and cautious use of email and third-party websites, filing online can be safe and efficient for everyone," said Thompson.

MELBOURNE, Dec 15 AAP - A report on the $16.2 billion schools buildings program released
on Wednesday was proof the stimulus package was a great success, says the federal government.

The independent report released by the Building the Education Revolution (BER) taskforce
on Wednesday showed only three per cent of schools involved in the program had complained,
said Tertiary Education, Skills, Jobs and Workplace Relations Minister Chris Evans.

"The report is very positive about the program," Senator Evans told reporters.

"We've got good results in terms of the stimulus, the jobs created in the building
industry when private construction was very soft, it's still quite soft but that saved
a lot of jobs in the building sector.

"If you go to the schools you will find fantastic halls, classrooms, libraries, that
would not have been built, that would not be there now, which kids are already using,
more will be completed in coming months.

"You're not going to have 8000 construction projects without getting complaints, we've
got three per cent of schools that have had complaints against them, some of those have
been resolved quite easily, some are more serious."

The report said complaints have been made about 294 schools, which represent three
per cent of the overall number involved in the BER program.

Taskforce head Brad Orgill criticised the NSW government's management, saying its building
projects were the most expensive, with more than three-quarters of complaints relating
to value for money.

In Victoria, less than a quarter of projects had been completed, with the majority
of complaints about delays and value for money.

Senator Evans said the complaints were disappointing, taken seriously and investigated,
but ultimately state and not federal governments ran schools in Australia.

"We're accountable, that's why we've commissioned the Orgill report, this is what we
did in response to concerns," he said.

"NSW delivered it very quickly so in terms of the stimulus objectives they did very
well, but they have had problems as a result of the model they adopted in order to get
the buildings built quickly and he's (Mr Orgill) quite critical of some of those things.

"But overall if you look at Queensland, Western Australia, South Australia and Tasmania,
they get a very good report card, the independents and Catholic schools get very good
reports.

"It's equally true that the states run the schools in Australia and we provided an
injection of funds to help them improve the quality of facilities at the schools as part
of the stimulus package."

NSW:Man arrested over stabbing/glassing

A man has been arrested after another man was stabbed and glassed in Sydney's southwest
early this morning.

Police say the victim .. a 25-year-old man .. was walking with three women along Macquarie
Street in Liverpool about 3.30am (AEST) when he became involved in a fight with two men.

He was stabbed in the stomach and hit over the head with a bottle.

Police arrested a 21-year-old man nearby ... the injured man was taken to hospital
in a serious condition.

SYDNEY, Dec 29 AAP - Reregulating the labour market sets the nation up for trouble,
The Australian says in its editorial today.

The world is not out of the economic woods yet and Australia's jaunty pace could still
be stopped by a collapse in Chinese export demand.

While state intervention assisted the recovery through the year, it is private sector
investment, especially in the energy export sector, that will restore growth and pay the
taxes needed to reduce government debt.

Australia adapted to the downturn thanks to the bipartisan labour market reforms of
the past 20 years. Without the flexibility that came with the end of the old award system,
we would have seen a desperate increase in the jobless rate, the newspaper says.

"But by re-establishing an industrial system where wages can be centrally set and unions
are able to bargain across all industries, the government is now ending the system that
helped keep us out of trouble.

"In 2009, Australia did better than anybody anticipated 12 months ago because of the
market based reforms of the past 20 years. Without them, the next slump will be more severe."

Melbourne's The Age says the lessons of crisis and need for reform must not be ignored.

In February, the Reserve Bank was so alarmed by Australia's vulnerability to the global
financial crisis that it slashed interest rates by a full percentage point, followed by
a further cut in April, while the government shovelled stimulatory cash at consumers.

"Three rate rises later, Australia ends 2009 having endured only one quarter of negative
economic growth - that of December 2008," the newspaper says.

"The sharemarket has rebounded beyond the hopes of the bravest speculators, giving
back almost half the losses of the crisis in the steepest rise in household wealth since
records began 21 years ago."

Brisbane's The Courier-Mail says the climate change debate looks set to dominate much
of the agenda in the coming election year.

Opposition Leader Tony Abbott promises by February to have a policy that eschews any
market mechanism and is built on direct action. Prime Minister Kevin Rudd will announce,
by the end of January, carbon emission targets he will adopt, and plans to reintroduce
his emissions trading scheme (ETS) bills with amendments in early February.

Mr Rudd faces significant challenges. He has to make his national broadband network
more of a reality and spell out a response to Treasury boss Ken Henry's major tax review.

The biggest unfinished reform is health and hospitals. Mr Rudd seems unprepared to
push through state-based changes, set up a national funding body or take over public hospitals.

He can't dodge this issue much longer, the newspaper says.

"The reinvigorated opposition under Mr Abbott ... promises to deliver a real fight.

This in itself is worth having because good government only comes with strong, credible
and vocal opposition. Mr Rudd and Mr Abbott have to prove in the coming months that they
are worthy of the public's trust."



The Sydney Morning Herald says China's political development stands rather stunted,
as evidenced by the jailing of writer Liu Xiaobo, his furtive trial and the Christmas
Day announcement of his sentence.

Liu helped draw up Charter '08, a manifesto for political liberalisation, and posted
it on the internet a year ago. More than 10,000 Chinese citizens have signed it, but Liu
alone has been punished.

He was found guilty of "incitement to subvert state power" after a two-hour, secret
trial, and jailed 11 years.

The signatories, in commenting on China's future, have exercised rights supposedly
guaranteed by the constitution.

"The Chinese Communist Party is creating the rigidity that has been fatal to so many
previous Chinese dynasties.

"As it has been with uprisings in Tibet and Xinjiang, it will be constantly surprised
by conflict and protest as economic change, education and new media lead the Chinese to
expect much more than it has to offer."

Sydney's The Daily Telegraph says the NSW road toll surpassed last year's total even
before the shocking events near Batemans Bay late on Monday.

Police say they have maintained the same rigour that brought us a record low toll in
2008, yet the deaths mount. Puzzlingly, Victoria is on target for its lowest ever road
toll.

"This is a time for horror at the appalling carnage on our roads that claims, even
in our very best years, about one life per day, every single day," the newspaper says.

"It's time for further examination of roads themselves. Local residents and state authorities
have long been aware that stretches of the Princes Highway, scene of yesterday's crash,
are dangerous."

Melbourne's Herald Sun says of all the needless fatalities on Victoria's roads this
year, the death of an unborn baby as 2009 draws to a close is particularly disturbing.

The mother's heartbreak will, no doubt, be shared keenly by every family touched by
the trauma of road tragedy, he newspaper says.

"With only three days of the year remaining, police are desperately trying to keep
Victoria's annual road deaths tally below 300.

"But their valiant efforts are being eroded by thousands of law-breaking drivers who
persist in ignoring speed, mobile phone and seatbelt regulations."

Vic: Police wait for father who lost whole family to recover

Police say they're still waiting to speak to a 31-year-old man who's in hospital with
burns after a house fire that claimed the lives of his wife and four small children.

AARON HOLLOWAY's in a stable condition after surgery .. after escaping the flames at
their Clifton Springs home near Geelong early yesterday.

It's believed the 31-year-old mechanic jumped through a window to try to reach his
family .. but was driven back by the flames.

His 24-year-old wife ASH and their four children .. two-and-a-half year old BRODIE
.. 18-month-old THOMAS .. and twin babies MACKENZIE and COOPER .. all died in the inferno.

Police Sergeant SHARON DARCY says investigators are still looking for what caused the
fire .. but they don't consider it suspicious.

Mr Tanner said the new company would be broadly equivalent to Australia Post.

"We would anticipate the company would borrow on its own account," he told reporters.

The initial government investment of $4.7 billion will be drawn from the Building Australia Fund.

Additional equity, if required, would be financed by Aussie Infrastructure Bonds, a
move Mr Tanner described as "entirely sustainable".

"The key thing here is Australia can't afford not to do this," Mr Tanner said, adding
it was a capital-constrained world.

Vic: Rare Harley Davidson motorcycle stolen

Police are on the lookout for a rare Harley Davidson motorcycle that's been stolen
from a bayside Melbourne home.

The 38-thousand dollar pearl white 2001 Harley Davidson Heritage Soft-Tail motorcycle
is one of only two of its kind in Australia.

It's among items stolen from three chain-link fenced storage areas .. below an apartment
block in Black Rock sometime between 10 pm (AEDT) on Monday and 7.30 am on Tuesday.

Police say it appears the thieves knew what they were looking for when they forced
entry through the front security gate.

The motorcycle's registration is AB-888.

SYDNEY, April 29 AAP - The Seven Network conspired with a "money hungry" fantasist
to broadcast lies that Schapelle Corby's sister was a drug smuggler, a jury has been told.

Stuart Littlemore QC, for Mercedes Corby, also told the jury that the "fantasist" -
her former best friend, Jodie Power - was motivated by "money, hatred and celebrity" to
tell the lies.

In return, Seven had paid Ms Power something like $120,000 in cash and given her an
all expenses paid holiday to a ski resort in Canada with her two children.

"She lied out of hatred and she lied because she wanted her 15 minutes of fame," Mr
Littlemore said.

Ms Corby and Ms Power sat across from each other in the NSW Supreme Court in Sydney
today, their views of each other partly obscured by a trolley of law books.

The sister of convicted drug smuggler Schapelle Corby has taken defamation action over
a Seven news bulletin item and three shows broadcast on its Today Tonight program to millions
of viewers in February last year.

She is suing Channel Seven Sydney Pty Limited, Seven Network Limited and Australian
News Channel Pty Limited, which aired the shows on Sky TV.

Ms Corby also is suing Today Tonight's presenter Anna Coren, its reporter Bryan Seymour
and Ms Power.

Mr Littlemore said the programs conveyed defamatory meanings including that Ms Corby
was a drug smuggler, a drug dealer and posed a threat to the safety of Ms Power.

Describing Ms Corby as "an ordinary Australian", he said she had been subjected to
"trial by media" when her only offence was her sister being "locked up in a stinking jail
in Bali".

He said Seven had engaged in chequebook journalism in its "hunger for ratings" and
had conspired with a "money hungry fabricator, Ms Power".

"She is a fantasist with a history of a significant drug problem," he said of Ms Power.

"We will tender evidence the defendants knew she was making her allegations up as a
way of getting back at Mercedes Corby."

The four programs were played to the jury of three men and one woman.

Mr Littlemore referred to one where a lie detector was used on Ms Power, a process
he described as "mumbo jumbo and rubbish".

He said a scene had been "falsified" where Ms Power broke down after being told she
failed one test, which she later explained by saying it related to other personal matters.

"There is really nothing that Channel Seven will stop at in lying to its audience," he said.

The QC referred to another program in which Ms Power's mother is interviewed, telling
the reporter her daughter does not lie.

"She said Jodie was the most honest person in the family," Mr Littlemore said.

"It's all relative, I suppose."

Schapelle Corby is serving 20 years in a Bali prison after being convicted of smuggling
4.1kg of cannabis into Indonesia inside a bodyboard bag in 2004.

The hearing is continuing before Justice Carolyn Simpson.

NSW: Man stabbed to death in Newcastle

A man's been fatally stabbed on a suburban street in Newcastle.

Police found the 37-year-old man bleeding heavily on the corner of Fowler and Hassall
Streets in Hamilton about 3.30 yesterday afternoon.

He was taken by ambulance to John Hunter Hospital .. where he died a short time later.

A crime scene's been established and forensic officers are going over the area for clues.

NSW: Fire extinguished and trains operating at Central Station

Train services have resumed after fire crews put out a fire at Sydney's Central station.

A fire broke out in an electricity substation near platforms 24 and 25 .. which service
the eastern suburbs line.

About 50 people had to leave the area as smoke spread .. but nobody was treated for
smoke inhalation or any other injuries.

CityRail says services to the platforms were suspended for more than 30 minutes.
